In 1999 the Vermont Department of Education, together with industry councils, convened to develop the specific structure and process for awarding all high school technical education programs to award “Certificates of Proficiency” in the trades in which students applied themselves. VCCICC is the industry council for the field of early childhood education. Based on its Vermont Early Childhood Daily Activity Tool, an on-the-job assessment instrument, in which teachers were observed in distinct segments of their daily work and then evaluated by mentors, VCCICC has developed the procedures for secondary students to achieve their Certificates of Proficiency in early childhood education. Certificates clearly describe skills needed to conduct activities that are the daily responsibilities of early childhood educators such as engaging a child in conversation, engaging a child in dramatic play, and hand washing. In June 2005, the first technical education students received their Certificates. The formal components of Certificates include: orienting technical education instructors in using the Vermont Early Childhood Daily Activity Tool; choosing students ready for this level of assessment; orienting on-the-job supervisors in using the Vermont Early Childhood Daily Activity Tool and in using Clear Supportive Feedback in the Early Childhood Workplace; and orienting and training independent industry skills representatives to provide the final assessment for students. Certificates are signed by Vermont’s Governor, Commissioners of the Department of Education and the Department of Children and Families, and VCCICC. |
